Nintendo have released a list of games to be released on the Japanese Virtual Console in 2009. One of those games is the 1987 Master System port of Fantasy Zone II: The Tears of Opa-Opa, and will cost 500 Wii Points.
Also on the list was Wonder Boy III: Monster Lair for the Mega Drive, which was released in other regions last year.
There has been no mention of a North American or European release for Fantasy Zone II yet, but it is likely!
